Ukrainian President Volodymyr Zelensky Asserts He Lacks Explicit Defense Guarantee from Allies

War in Ukraine conflict imagery
The ongoing conflict in Ukraine is approaching its fourth anniversary.

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide concrete pledges that they will protect his country in the case of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.

His comments come a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, full security guarantees have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend primarily on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Damaged Ukrainian infrastructure
Russia continues to strike Ukrainian cities and critical infrastructure across the country on a regular basis.

Last week, the President indicated a peace deal was "90% ready".

Questions of land and security guarantees have been at the center of unresolved issues for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Moscow currently controls about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
